PDI Process —Project Development Steps
Request for Project Development Assistance
PDI Process associates are requested by a potential Project Client to assist in the development of one or more project initiatives within the scope of PDI Process services. The Project Client or its duly appointed representative submits requisite documentation to PDI Process associates to determine the particulars of the need for service and the qualifications of the Project Client for donor funding.
Definitional Mission
Upon determination of congruence with PDI Process guidelines, PDI Process associates, technical consultants, and project management personnel as appropriate, travel at the invitation of the host country Project Client, and with the Project Client’s sponsorship, to the proposed project implementation site to clearly identify the parameters, the context, and the specific characteristics of the problem to be addressed.
Feasibility Study Development
PDI Process associates solicit the input of technical advisors, who identify technologies that present possible solutions to the identified need. Based on the category of need and the circumstances of the Project Client, PDI Process associates target appropriate funding sources for both the Feasibility Study and Project Implementation. Once a potential project solution concept is identified (lead technology), a comprehensive search is made to find a competitive combination of suppliers. When a sound combination of technical approach and appropriate suppliers has been developed, a presentation is made to the Project Client for their approval.
Field Studies
The Feasibility Study proposal identifies the specific investigations that will be required to validate a proposed project solution as being sound and appropriate, which are conducted through Field Studies, and may require technical consultants to travel to manufacturing locations, as well as the proposed project site. Upon completion of a Field Study, PDI Process associates submit the technical consultants’ reports to the agency funding the Feasibility Study. If further investigations are required, a request for funding for subsequent Field Studies is made.
Project Implementation Proposal
When a project solution has been validated, the targeted funding agency sources are approached for Project Implementation funding. PDI Process associates develop and submit a Project Implementation Proposal along with the appropriate reports generated during the Feasibility Study process. A key element of this proposal is a comprehensive budget detailing all needed equipment and materials.
Project Procurement
Upon the approval of project implementation funding, a PDI Process associate serves as the general contractor, directing the purchase of materials and equipment from companies identified as project suppliers. PDI Process associates also offer supplementary, direct procurement services for Project Clients requests outside of the domain of international donor funding. This service can be requested by a variety of Project Client associates as well, including municipal departments, and privatized businesses.
Project Management
PDI Process associates play a variety of roles in the management of project implementation. Generally, funding agency criteria require the use of local labor in project implementation. PDI Process associates often need to coordinate the training of key labor personnel. PDI also provides services for the consolidation of various goods being shipped overseas. In the case of highly technical projects, PDI Process associates secure an appropriate outside management consulting organization
